Public Health Specialist - Equatorial Guinea
Montrose is undertaking a large five-year primary health care and water and sanitation project in Equatorial Guinea; Project ProSalud. The primary objective of Project ProSalud is to improve under-five and maternal health in the province of Centro-Sur on the mainland of Equatorial Guinea. Key project elements include: ensuring quality primary health care services; behavioural change at community level; improved access to safe water in health centres and communities; improved sanitation in health centres and communities, and a small grants scheme.
The Project ProSalud team working in country will comprise the following positions: Project Coordinator, Public Health Specialist, Water and Sanitation Specialist, Deputy Project Coordinator, Finance and Operations Manager and support staff. The Project ProSalud team will be based in the project office in Evinayong district, Centro Sur Province, mainland Equatorial Guinea.
The Public Health Specialist will work closely with the Project Coordinator and the ProSalud team to ensure high quality and timely implementation of Project ProSalud's work.
Roles and Responsibilities
With support from the Project Coordinator and Deputy Project Coordinator, the Public Health Specialist will be responsible for coordinating all non-clinical components of the ProSalud health programme, including community mobilisation and behaviour change communication (BCC) activities and non-clinical training for health workers. The Public Health Specialist will be supervised by the Deputy Project Coordinator.
Responsibilities of the Public Health Specialist include:
Build capacities of health workers
Lead training for health personnel on non-clinical topics, including but not limited to:
Infection prevention and waste management
Stock and supply-chain management
Community education and mobilisation
Post-training, provide supportive supervision for health workers focusing on areas including, but not limited to, those mentioned above
With support from the Project Coordinator, Deputy Project Coordinator and Senior Public Health Specialist, develop or adapt tools to facilitate supportive supervision
With Deputy Project Coordinator, identify and address training needs among health workers through both formal and on-the-job training
Develop or adapt relevant tools or job aides to facilitate high quality health service provision
Behaviour change communication and community mobilisation
Coordinate the development of a detailed plan for behaviour change communication with the support of Deputy Project Coordinator, Senior Public Health Specialist and external experts, if appropriate
Support the Behaviour Change Communication Officer to conduct health education and behaviour change communication activities at the community level
With support of Deputy Project Coordinator and Senior Public Health Specialist, develop or adapt materials to facilitate community health education and behaviour change communication activities
Support health facility staff to introduce or expand community education activities
Act as line supervisor for Behaviour Change Communication Officer
Logistics and procurement
Organise and coordinate all health worker trainings (both clinical and non-clinical), to ensure smooth implementation, in coordination with Operations and Finance Manager
With support from the Deputy Project Coordinator, Operations and Finance Manager and the Kampala-based technical team, coordinate procurement of drugs, equipment and supplies required for implementation of the health programme.
Health facility improvements
Coordinate regularly with Water and Sanitation Specialist, to ensure that infrastructure renovations at the health facilities address health care needs adequately and appropriately.
With Deputy Project Coordinator, work to orient health workers to the "Gold Star Health Facility" initiative and support them in process towards achieving and maintaining Gold Star status.
Monitoring and evaluation
Ensure sound monitoring and evaluation of BCC and community mobilisation activities and comply with reporting timelines
Participate in other project monitoring and evaluation activities such annual health centre assessments, focus group discussions, key informant interviews, and community surveys.
Support to Coordination of Health Activities
Organise and coordinate Child Health Days and support the Deputy Project Coordinator in the implementation of Child Health Days and other health-related activities as required.
Support HSSE, ECMP and anti-corruption compliance as it relates to health component of the project, including undertaking risk assessments for all new project initiatives
Representation and liaison
With the Project Coordinator, work closely with, and maintain good relationships with local and regional stakeholders and government authorities supporting community-level health projects, including MINSA, health workers, other NGOs, community leaders and community members
Act as a positive representative of Montrose and Project ProSalud at all times, promptly reporting to the Project Coordinator any potential issues of concern arising with communities or other stakeholders.
Work closely with and support fully any visits from BG, Montrose or external consultants to the project
Other non-clinical responsibilities, as determined by the Deputy Project Coordinator.
The Public Health Specialist must be fluent in Spanish. The project office will be based in Evinayong.
Minimum 3 years of relevant experience, including experience in developing countries
Master's degree in public health (MPH) minimum requirement
Experience implementing behavioural change communication (BCC) programmes; experience in the design of BCC programmes preferred
Excellent communication skills
Flexibility, adaptability, ability to work as part of a team
Willingness to live and work in a relatively remote environment
Fluency in Spanish essential; fluency in English a strong asset
