A new way of volunteering with VSO: 2 weeks, every 2-3 months for up to 3 years for an experienced hospital equipment technician/infrastructure maintenance specialist in Tanzania
Background
The St. Francis Referral Hospital (SFRH) is located in Ifakara, Southern Tanzania and has a capacity of 400 beds and attracts approximately 700,000 referral patients per year from Kilombero and other neighbouring districts. The hospital is connected historically and operationally to a number of other health institutions. All the local partner institutions depend on each other in order to be able to act as a platform for health care, training and research. Through the support of volunteers there is real potential to strengthen Ifakara as a centre of excellence in healthcare, training and research.
In order to allow the hospital to fulfill its role as a regional referral and teaching hospital, quality of services need to be improved through better infrastructure, strengthening of the financial and human resource management and by ensuring availability of qualified staff, equipment and drugs. Swiss Development Cooperation and VSO are supporting the SFRH to improve its quality of healthcare services in a sustainable way by offering accessible and affordable quality services to the population and providing excellent training and research opportunities to the local partner institutions. Based in St. Francis Referral Hospital as Infrastructure Maintenance Specialist you will work in a consultancy capacity closely with the hospital administrator and technical advisory management team to improve the quality of services.
What does the role involve?
Develop maintenance manual of buildings and machines, including policies and routine and breakdown schedules Strengthen the Maintenance Unit by building capacity of maintenance staff and creating an inventory of required tools Develop an effective system of waste disposal and assist in implementation Develop a long-term 5-year facility plan for preventive maintenance in the long and short term Main components to be periodically checked and maintained, including: roofs; external walls, including windows and doors; internal structures; sewage and draining systems; water feeding systems, (boreholes, tanks etc�); plumbing; electrical wiring, switches, sockets, boards etc.; road service; surroundings, waste disposal etc
Skills, qualifications and experience required
You'll be a qualified hospital equipment technician with a degree or equivalent qualifications in the field. You should have a minimum of 5 years working in the field of hospital equipment repair and maintenance. You will be able to teach, train and mentor staff and aid in developing specific goals and plans for the trainees. You must be a team worker with good social and interpersonal skills and networking abilities; and should be able to handle conflicts in a constructive consultative way. You should have a flexible personality, adapting easily to new situations, and being able to set realistic expectations on working in a hospital in the tropics. Knowledge of the challenges of working in Africa would be advantageous.

Ifakara in the south of Tanzania is an authentic savannah grassland area that is green during the rainy season and brown in the dry season. Daytime temperatures vary between 32-39 degrees Celsius throughout the year. Southern Tanzania is home to some of Africa's best national parks and game reserves. There is some good hiking around Mbeya, the largest town in the southwest, but it's the country's two largest parks, Ruaha National Park and Selous Game Reserve that provide the most awe-inspiring encounters with lions, elephants and wildebeests. Mikumi is a smaller national park, but its proximity to Dar es Salaam makes it handy for those without the time for the full safari but who still want to see some wildlife. While on placement, we'll ask you to commit to 12 weeks per year for up to 3 years to make a sustainable contribution. In return, we'll give you comprehensive financial, personal and professional support. We'll provide you with extensive training including language classes before your placement, and our financial package includes a local living allowance, return flights, accommodation, insurance and more. When you return to your home country, we'll support you to resettle.

VSO is an international development charity fighting poverty through volunteers.
Through secure livelihoods, VSO aims to ensure poor and marginalised people are able to access their right to a sustainable livelihood. This is particularly important in the context of Northern Uganda as the majority of youth either missed out on or had their formal education severely disrupted as a consequence of the conflict. The Youth Development Programme (YDP) seeks the support of volunteers to aid implementation and build capacity of NUYDC (Northern Uganda Youth Development Centre) and local Vocational Training Institutes (VTI's). The Centre was established as part of the Peace Recovery and Development Programme (PRDP) and reports directly to the Office of the Prime Minister.
What does the role involve?
Working with the Youth Development Programme of Uganda you'll build the capacity of NUYDC (Northern Uganda Youth Development Centre) and local Vocational Training Institutes (VTI's). To do this you will:
carry out a general organizational assessment of the VTI's to determine their current and future needs support the development of Monitoring and Evaluation systems for VTI's participating in the DFID funded Youth Development Programme (YDP) within the Langi sub-region based on the organisational assessment and in agreement with the individual VTI's, build the capacity of the VTI's on financial management, data capturing, reporting and human resource development support VTI staff to implement the development plans, and to report to the program coordinators (NUYDC) on YDP programme and finance related issues highlight examples of good practice and share lessons learned amongst colleagues, other VTI's within the sub-region and throughout NUYDC's network of learning providers and with NUYDC.
Skills, qualifications and experience required
You'll have a relevant degree and at least 3 years experience in monitoring and evaluation, programme management or another organisational development role. Data analysis, reporting and programme management/implementation skills are essential, as well as strength in one or a combination of the following areas: management, finance, M&E, organisational development. You'll be a self-starter with good communication skills and experience of working with low capacity teams. You must be able to ride a motorbike or willing to learn and staff development / people management skills would be an advantage. You must be a team player and understand the challenges involved in working in a different environment.
And the rest You'll be based in the small, but busy town of Lira, Northern Uganda.
Lira has basic services such as markets, hotels and banking institutions. We'll ask you to commit 24 months to make a sustainable contribution to our development goals. ACDI/VOCA is currently seeking an Agribusiness Specialist for an upcoming volunteer assignment in Ghana. Dori Enterprise requests a volunteer to assess its operations, provide recommendations for improvement, help establish a record keeping system, develop a business plan and help train members on effective business and farm management. The assignment is for approximately three weeks. Travel and living expenses are covered.
Qualifications:
University degree in agribusiness, organizational development, business management, or related field with experience in working with SME's. The volunteer should have at least 5 years experience in business planning. She/he should have in-depth experience with institutional reviews that includes business plan development and knowledge of agricultural value chains and of course knowledge in financial and investment management amongst other business skills. He/she should be able to use a computer efficiently for report writing, etc. without assistance of others. Previous experience in a rural setting of a West African or African country is not essential but an advantage. He/she should have an aptitude for working patiently with farmers. The volunteer should also have an appreciation of living in rural setting since this assignment is rural based. The volunteer should be prepared to travel for long hours in a bad road network linking the farming communities in northern region. He/she should also be prepared to live in these rural communities without internet and air-conditioning. The volunteer must also be prepared to work under dry and hot weather conditions and temperatures above 30 degrees centigrade.

Restless Development (Uganda) is a leading youth-led development organisation that places young people at the forefront of change and development. Since 1997, Restless Development has demonstrated, through a variety of innovative, youth-led programmes, the importance of young Ugandans leading development in fields such as rural livelihoods, sexual reproductive health, peace building and community development. Restless Development is a locally registered NGO, affiliated to the internationally registered NGO Restless Development (International).
Restless Development launched its new 5-year national strategy on October 1st 2010; it is looking to recruit enthusiastic and self-motivated young adults to lead the implementation of the Direct Delivery component of the Youth Empowerment Programme (YEP) in the Eastern region of Uganda.
DO YOU WANT TO BE A VOLUNTEER ON THE RESTLESS DEVELOPMENT YOUTH EMPOWERMENT PROGRAMME (YEP) FROM JANUARY TO JUNE 2012?
Are you between 18 and 25 years old with O-Level, A-level or University qualifications?
If so, Restless Development is recruiting energetic, committed young adults like you (with a minimum S4 qualification) as National Volunteer Peer Educators (NVPEs). In this role you will be the grassroots implementers of the YEP within Kayunga, Kaliro, Iganga, Mayuge, Kamuli and rural Jinja districts.
Selected NVPEs will participate in an intensive 4 week training designed to equip them with the skills and knowledge to deliver the YEP alongside Community and International VPEs. They will live and work full-time in their respective communities for a period of 6 months, engaging in-school and out-of-school youth through livelihood, sexual reproductive health and life skills education.
WHAT WILL IT INVOLVE?
Training The aims of the training are: • To provide VPEs with information and knowledge relevant to carrying out the programmes and work assigned to them • To provide skills and methods necessary to best deliver, monitor and evaluate the programmes • To impact on the life of each VPE through improvement in knowledge, skills and personal behaviors. Also, this training will help VPEs develop their own life skills and professional abilities by empowering them to take up leadership roles and livelihood opportunities through training and practical experience.
Placement
If successful in this application, you will work for 6 months in your community. You will be expected to live and work there full-time with other Community and International VPEs. And because your team will be from very different backgrounds, you will also be expected to learn and accept individual differences and work together as a TEAM.
WHAT WILL YOU DO?
You will be based in the community leading the implementation of the YEP. You will be expected to work with the existing community structures including schools, sub-county government departments, community groups and youth groups on a daily basis. You will teach non-formal health, life skills, agro-livelihood, gender and career lessons to in- and out-of-school youth, train groups of out-of-school youth in farming and business skills, develop activities to build their life skills and organise events to raise awareness of priority community issues.
WILL YOU GET PAID?
To be accepted on the programme, you must be willing to be a VOLUNTEER. This means you WILL NOT GET PAID but you will receive a subsistence allowance.
WHAT WILL RESTLESS DEVELOPMENT EXPECT OF YOU? 1. To work as a team and be collectively accountable for all Restless Development activities in your community. 2. To abide by Restless Development’s values, volunteer code of conduct, and all the policies governing Restless Development’s VPEs. 3. To pay for, and make your own way to the Selection Day. 4. If selected, to transport yourself to the training venue before the programme begins and home once it ends. 5. To remain on the programme for the full 6 months. You will only be allowed to leave if you have time off that has been agreed upon by Restless Development and your placement partners. 6. To pay for your own transport and activities should you wish to travel during approved time off. 7. To build the capacity of existing community structures including youth groups to lead the implementation of the activities when Restless Development pulls-out of the community.
WHAT CAN YOU EXPECT FROM RESTLESS DEVELOPMENT (UGANDA)? 1. Four weeks training as mentioned above. However, during this period you will receive NO allowance as everything including meals, accommodation and medical treatment will be provided. 2. Restless Development will sensitise and prepare the community to receive the VPEs and to support the implementation of the programme. This will include ensuring that the house for accommodation and household items (like cooking utensils, etc.) are ready before you arrive on the programme. 3. Restless Development will provide a small, monthly subsistence allowance to each VPE. It is important to note that this is not a wage/salary but an out-of-pocket to cater for some of your personal needs. 4. Restless Development will provide micro and activity money to allow you to plan and conduct the proposed activities. 5. Restless Development’s programme team will conduct monthly Support & Supervision visits to all volunteer placement communities to check on progress and provide needed support. 6. An end of programme debrief session will take place where you will have the opportunity to provide your feedback for incorporation into future programming. Also, you will benefit from a career development session to build your capacity in seeking further employment. 7. On completion of the programme, you will receive a certificate confirming your completion of a 4 weeks intensive training and 6 months rural community programme.

Community Outreaches & Improvement of Living Standards: Volunteer on Rural Health Projects: BoHU sets out to the rural villages with a team of volunteers for 2-5 days a week to organize health workshops. BoHU aims to fight the deadly epidemic diseases by educating the communities in the Mukono District and rural districts about awareness and prevention. Drawing from the education seminars and resources from the Uganda Ministry of Health training programs, this objective is achieved through the use of workshops, seminars, camps, and Voluntary Counseling Testing (VCT) programs, topics range from Malaria control, family planning, HIV/AIDS, Epilepsy control, and other deadly diseases. Volunteer on Community Sanitation Projects: The BoHU team engage into programs and projects which improve on the sanitation of rural people and this include clearing of drinking wells, building of dry racks and the digging of latrines as well as education of healthy living practices. Join the team and help in improving the poor communities. Material Support: BoHU provides material support to those in the Mukono District who are unable to and care for themselves. This may include the elderly, orphans, the disabled, prisoners, and those afflicted or affect by HIV and AIDS. This support may include: • Home, Prison, or School Visits • Supplying sanitation sanitary kits to village school girls • The delivery of food supplies from development programs to orphans • Sporting events for orphans to improve the social aspect • Providing school supplies to schools per term for orphans • Elderly Support Programs including clothes washing, visitation, and the construction of sanitation areas including kitchens and drying areas • Clothing, sanitation supplies, and relationship building with prisoners Teach Volunteer and Internship Opportunities: The main focus is providing education to hundreds of children in poor communities in Uganda. Village schools provide English, Math, health lessons to children 3yrs-12yrs old. The schools provide not only needed education but opportunities for sports activities, health talks, feeding center and meeting place for the community. With our volunteer program we allow you to discover the wonders of Uganda, while doing meaningful and rewarding community work. This is a great opportunity to explore life in rural Uganda and rural schools, live and work amongst the locals and realize one person can make a difference. Teaching experience is not required. You can begin as a teaching assistant and then work in small groups with children in need of extra attention. The objective of this program is to contribute to the academic development of the school in order to provide the best opportunity for the orphans to receive quality education. Volunteers support the local teachers; encourage students to learn and play and instill pride in their schooling. Develop a poor community in Uganda/ Building Program: You will have the opportunity to try different roles and projects, dependent on your interests and skills. These volunteer opportunities do not require specialized skills (although these would be an advantage), and we accept volunteers for both short and long-term placements, all the year round. Volunteers certainly gain an amazing life experience from their participation in our placement program. On first arrival, most volunteers sample all the projects before selecting the tasks that suit them best. The type of work you are involved with will be dependent on your interests, abilities, level of experience as well as your comfort levels. One of the advantages of the Community project is that you are not limited to one job role and will have the opportunity to ‘sample’ other roles during your placement. MdM-France has been present in Tanzania, in the Kagera Region, since 1992, first covering paediatric primary health care, then HIV related activities such as Counselling and Testing (C&T), Prevention of Mother to Child Transmission (PMTCT) and HIV Care & Treatment.
In October 2004 MdM-France set up collaboration with the Mailman School of Public Health, Columbia University (CU), the ICAP and the CDC, to support the Government of Tanzania on the implementation of its National HIV Care & Treatment plan. This program ended in March 2010.
After having focalized for more than a decade on fighting HIV-transmission among the general population in Sub-Saharan Africa and advocating for access to ART in this context, MdM (Médecins du Monde) considered that encouraging prevention among vulnerable groups like MSM (men who have sex with men), IDU (intragroup drug users) and SW (sexual workers) was becoming more and more a priority both from an epidemiological and a political point of view.
In Tanzania, sexual minorities and drug users are criminalized and the most vulnerable and stigmatized populations exposed to HIV/AIDS and viral hepatitis. MdM-F conducted an exploratory mission in order to analyze the reality and the extent of the socio-sanitary problems affecting these vulnerable populations (IDU, MSM, SW) in Dar es Salam and Zanzibar during the first quarter of 2010.
Following the exploratory mission and its findings, MdM started a Harm Reduction Project for IDUs in Temeke district, Dar Es Salam in September 2010. A Memorandum of Cooperation was signed between MdM, MoHSW and Temeke Council, stipulating the launch of a pilot Needle and Syringes Exchange Program. A mapping exercise of consumption sites of IDUs took place in November and December 2010 in Temeke. Since January 2011, outreach work has intensified and a Drop in Centre has been opened to the target group. After meetings with stakeholders and communities, the NSEP has also started. To accurately adapt its program, MdM conducted a Rapid Assessment and Response from March to June, interviewing and testing (HIV and HCV) more than 400 Drug Users. An experienced Program Coordinator has trained MdM team (7 Outreach Workers) on Harm reduction. She has also trained some medical personnel on the basic of Harm Reduction.
TASKS AND RESPONSIBILITIES:
She/He is in charge of the operational management of the program.
She/he supervises and organises the implementation together with the Program Assistant and reports to the General Coordinator.
She/he produces monthly report.
More specifically:
She/he participates in program proposal writing and in preparation of the program budget; reporting and may represent action of MDM in meetings and other forums
She/he supports outreach work and interventions/activities within the cultural context and legal limits of the locality in order to reach the most hidden IDU population
She/he with the general coordinator ensures staff development plans are created, supported and delivered.
She/He participates in developing partnerships with local partners; ensure the good relations with them and the respect of the commitments.
She/he advocates for harm reduction programs amongst the local populations and local authorities
She/he collects, defines and analyses through incoming information from beneficiaries, medical and mental needs of the beneficiaries in order to achieve effective service focused programs for beneficiaries
She/he defines and ensures with staff and volunteers the involvement of IDUs and development of peer activities
She/He is in charge together with the General Coordinator and the Program Assistant of the monitoring and evaluation of the program and the possible publications; planning, management, implementation.
She/He carries continuous on the job training of MdM personnel on Harm reduction issues and other regular training sessions on agreed topics.
She/he initiates community HIV intervention activities
She/He provides and designs Information, Education and Communication (IEC) materials regarding HIV/AIDS and drug related harms to drug users;
She/he contributes with research data and update articles to advocate for harm reduction programs and understanding of addiction care;
She/he contributes to the referral network among the existing health services for program beneficiaries and inform/train key persons in the referral network on harm reduction, addiction care and program activities in the light of HIV prevention; Initiates, advocates and participates in community HIV and hepatitis C intervention and harm reduction activities within geographical area of intervention and on national or program-exchange level if required.

STATUS: Volunteer Position—Two months
ARC PROGRAM DESCRIPTION/MISSION
The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need.
ARC is not new to supporting the needy peoples of Somalia. It previously initiated humanitarian assistance programs in Somalia in March 1993 with funding from OFDA, Stichting Vluctheling and the United Nations High Commissioner for Refugees (UNHCR). The first location of ARC's interventions was Bardera District in the Gedo Region and later worked in other Districts such as Hagar, Afmadou and Badhade districts through to 1997. ARC now plans to marshal resources and work with other INGOS, local NGOs, government and regional authorities with a view to consolidating existing gains by all partners. The interventions will address the pressing needs of young men and women in Somalia who are currently faced with limited alternative options for livelihood and basic functional literacy and numeracy skills. Through this ARC program; the Somali Youth will be provided with opportunities to engage in educational and skills building activities which will give voice to their concerns in a safe and enabling supportive environment.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Represent ARC at cluster meetings or donor meetings as assigned Prepare timely reports based on meetings Handle logistics of staff visits to Nairobi and/or Somalia Complete any other duties requested by the program development representative Complete any other duties requested by the Field Coordinator or Emergency Coordinator.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED Understanding of the humanitarian relief environment Some experience living/and or working in a developing country desirable Good writing skills Strong computer literacy; strong skills in Microsoft Office.

Background: The Mouvement pour les Libertés Individuelles (MOLI) is a local LGBT rights organization located in Bujumbura, Burundi. MOLI has partnered with Heartland Alliance to implement two initiatives in the Great Lakes region: Global Equality Network (GEN) and LGBT Human Rights Defenders Fund (HRDF). MOLI is currently looking for a Global Fellow to support the implementation of both programs. Overview: The Global Fellow will work with MOLI in Bujumbura, Burundi for 14 months to conduct GEN activities and to serve as Regional Emergency Response Coordinator through HRDF. GEN Background: Through the Global Equality Network (GEN) initiative, Heartland Alliance is building the capacity of LGBT organizations in global regions characterized by considerable social and political oppression. Since November 2010, Heartland Alliance has worked with MOLI to develop its organizational capacity and strengthen LGBT civil society infrastructure at the grassroots level. In 2011, MOLI plans to continue its organizational capacity development, identify and strengthen the capacity of key regional LGBT activists/organizations, and link grassroots actors to potential funders and other relevant opportunities. Key GEN Tasks: • Work with MOLI staff to execute organizational capacity development activities outlined in the Organizational Capacity Development Plan; • Identify regional activists/organizations interested in developing strong/organized grassroots LGBT movements in target locations; • Document priorities and needs for each target location, developing a strategy for regional LGBT investment; • Identify potential donors and research funding opportunities for MOLI and other regional activists/organizations; • Support program development and reach out to partners for joint projects. HRDF Background: Since July 2010, MOLI has coordinated the provision of emergency financial and logistical assistance to LGBT human rights defenders in the Great Lakes region through the LGBT Human Rights Defenders Fund (HRDF). In 2011, MOLI will continue to facilitate the movement of emergency resources to grassroots LGBT activists/organizations and will support the creation of a regional LGBT emergency response and protections network. HRDF: • Establish contacts with LGBT Human Right Defenders in the East/Central African region; • Establish contacts with key resource individuals in the focus region (LGBT-friendly human rights organizations, diplomatic missions, UN agencies, etc.); • Collect and archive security planning resources of use to LGBT HRDs; • Remotely support LGBT HRDs in developing security plans, evacuation plans and other crisis response mechanisms; • Semi-annually update security plans, evacuation plans and other crisis response mechanisms for four LGBT HRDs • Document emergency response cases, identifying successes, failures, areas for improvement and best practices; • Document and maintain case files of LGBT HRD emergencies for inclusion in annual reports developed by multilateral human rights agencies; • Serve as central contact person for LGBT HRDs in East and Central Africa in times of emergency/crisis; • Vet and refer cases for funding and assistance to Heartland Alliance; • Coordinate emergency response assistance for LGBT HRDs in crisis, in partnership with Heartland Alliance and other key regional and global human rights institutions. |

SCOPE OF WORK: The Monitoring and Evaluation Volunteer is responsible for assisting the Monitoring and Evaluation Manager in program monitoring, data verification and validation and partnsership mapping. This position reports to the M&E Manager
RESPONSIBILITIES: Monitoring
* Conduct monthly review of reports from field offices to ensure accuracy and quality before submission to grant office. * Identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps.
Capacity-Building
* Provide support to IRC South Sudan program teams in compiling reports, stressing the importance of data quality, indicator-based reporting and analysis of achievement of objectives and of trends. * Provide field teams with constructive feedback on both content and form of data collected and reports written.
REQUIREMENTS
* Bachelors degree required; coursework in data analysis required; Masters degree preferred * 2-3 years of relevant experience * Excellent writing skills, experience in report writing preferred. * Excellent working knowledge of computer software packages – MS Word, Excel and email applications * English fluency, clear communication and good interpersonal skills. * Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.

SCOPE OF WORK: The Grants Volunteer will support sectoral programs on core donor reporting, information management and grants management capacity-building efforts. The Grants Manager will also provide key support to the Grants Coordinator in efforts to develop high quality funding proposals, programmatic and budgetary monitoring efforts, ensure compliance with donor and internal IRC rules and regulations and other key functions as needed.
RESPONSIBILITIES: Under the supervision of the Grants Coordinator, the Grants Volunteer:
* Supports day to day aspects of donor reporting processes and helps ensure the timely submission of high quality programmatic reports and coordinates with the Budget Officer to ensure timely submission of financial reports. * Builds grant management capacity of field staff by facilitating training, and providing one on one follow up support in report writing, proposal development and other topics. * Ensures quality information management related to grants through regular maintenance of grant files, reporting calendars, timely submission and updating of internal IRC documentation and Grant Unit tools. * Supports the Grants Coordinator in the development of high quality proposals for submission to donors. * Support Grants Team in efforts to prepare for and follow-up on grants operational meetings. * Support the Grants Team in other grants management, program development, monitoring and evaluation, communications activities as requested.
REQUIREMENTS
* Masters degree, preferably in public health or international relations, or relevant experience; * At least 2 years of international work experience in relief or development programs; * Prior experience with donor reporting, particularly to U.S. Government entities and U.N. agencies; * Familiarity with international standards for key program areas (health, protection, gender-based violence and livelihoods); * Familiarity with USG (USAID/OFDA/BPRM), European (ECHO, SV, Danida), DFID and UN (UNHCR, UNICEF) donor regulations, procedures and requirements preferred; * Prior work experience in South Sudan preferred; * Excellent written English skills and familiarity with budgeting using MS Excel; * Excellent organizational skills and ability to determine priorities and meet multiple deadlines; * Detail-oriented with good multi-tasking abilities and communication skills, both oral and written; * Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.

CHAI teams work in partnership with the government, partners, and other major stakeholders to identify the key obstacles to access and scale-up of essential health services, and to develop sustainable strategies to overcome them. CHAI has recently made a strategic decision to focus on improving the efficiency and effectiveness of HIV-related funding in several countries. This initiative is referred to as the Efficiency and Effectiveness (E2) or the Value for Money initiative.

The Clinton Health Access Initiative is looking for a Volunteer Health Financing Analyst to assist the Zambian government in addressing significant funding shortfalls in their HIV programming, and to provide assistance in optimizing use of financial resources available for HIV/AIDS.
Zambia faces significant funding challenges and the Efficiency and Effective initiative seeks to address these funding challenges through the identification of funding inefficiencies and optimization of spending on HIV.
CHAI works in close partnership with the Ministry of Health (MOH), procuring pediatric and second line ARVs, and providing technical assistance in a variety of areas. Alongside the teams executing on this existing work, the Volunteer Health Financing Analyst will provide critical support in the quantification and mapping of funding needs and available resources, understanding current costs of HIV interventions, helping the governments identify funding gaps and access additional resources. The volunteer analyst will be a part of a team that works very closely with the Ministry of Health, as well as the national AIDS coordinating body, interacting on a regular basis with donors, NGOs and civil society. HIV/AIDS programs are integrated into broader health programs; the role may therefore extend beyond HIV financing and into broader health care financing issues that relate to health system strengthening.
This is a challenging but very rewarding position which will have direct and near-term impact on thousands of patients in need of life-saving treatment. It is an opportunity to work closely with a government that is committed to HIV care and treatment and to provide critical skills, tools and capacity that will enable access to and better management of funds to fight HIV/AIDS in Zambia.
Responsibilities:
Provide robust data management and analytical support to the in-country team, and actively participate in structuring the analytical approach and problem solving in areas such as:
* Modeling current costs of providing HIV interventions at the national and facility levels * Understanding current funding flows in HIV, and the broader health sector * Reviewing specific funding channels to understand funding flows and potential areas of inefficiencies
Modeling to assess potential for improved efficiency and effectiveness of HIV interventions
